Building a Future-Ready Filipino Workforce: How Talent Development Professionals Can use the Philippine Skills Framework

I was fortunate to be invited to the Philippine Skills Summit held last February 7, 2023, at the Makati Diamond Residences organized by ConfexHub and eduCLaaS. It was an eye opener event for me learning that we now have a sector-specific and cross-sectoral skills framework that will guide the country’s workers in enhancing their skills for particular job roles.

The skills framework initiative was created through the Memorandum of Understanding signed between Singapore and the Philippines, Skills Future Singapore and, DTI and TESDA in 2019. Philippine government inter-agency effort benefits from the experience of Singapore through their SkillsFuture Singapore (SSG) agency. Singapore’s skills framework approach offers a reference for the Philippines on how to develop its own frameworks. This also takes into consideration the circumstances of our local industries and the current skills and competencies of our workers in these different sectors.

The project initiative was aptly named – Philippine Skills Framework (PSF). Its project direction unit was assigned to Dept. of Trade and Industry-Philippine Trade Training Center (DTI-PTTC) under the direction of Exec. Dir. Nelly Dillera. The PSF was created through the formation of the different teams to harness specific capabilities and provide a roadmap for the development of skills and competencies in the country. The project embarked on a contextualization phase where it aimed to transform the Singapore Skills Framework to the Philippine Skills Framework, harnessing the knowledge and know-how of the Contextualizers. This was further reviewed through a Validation stage that involved Validators, who are practitioner and experts in the job role competencies being created. This validation stage was done to verify and ratify the work of the Contextualizers. The integration phase followed to consolidate all the efforts until the final launch phase of PSF.

According to E.D Nelly Dillera as she addressed the participants in the conference – “This (PSF) is a very credible reference document that can help in individual career planning, school curricula development and organizational strategic planning. The PSF-(HCD) allows Filipinos to grow and achieve milestones in their respective careers, thereby contributing to higher productivity in their respective organizations, which in turn, impact Philippine industries. It also facilitates collaboration of PTTC with institutions to co-develop, improve, and adopt the PSF, as well as to utilize the PSFs for programs that contribute to the development of our country’s greatest capital, the Filipino workforce.”

Indeed, the competitiveness of the Philippine as a country as it joins the Industry 4.0 bandwagon among its peers in the region can be largely dependent on the success of its critical industries and businesses. The success of these companies can be attributed to several factors but one of the most critical ones is the right talents with the right competencies. Companies with the right workforce possessing the necessary competencies can drive innovation and growth, leading to increased productivity, higher revenues, and a stronger economy.

The competencies as critical success factors fall right in the domain of Talent Development (TD) professionals. TD professionals play a critical role in shaping the competencies of the workforce, ensuring that they are equipped with the critical skills to meet the demands of the Fourth Industrial Revolution (Industry 4.0). PSF should be a welcome development among TD Professionals. I can cite four benefits that a TDs can utilize PSF:

1. Provide an industry-validated guides to develop competency development programs that align with the needs of different industries.
2. Guide the development of relevant training curricula, enabling Talent Development professionals to design courses and programs that are tailored to the specific needs of different job roles.
3. Used in HR department planning, strategy, and operations development, ensuring that Talent Development professionals are aligned with the organization’s overall goals and objectives.
4. Help Talent Development professionals to identify the learning and development competencies that are critical for the success of their organization, such as critical thinking, creativity, problem-solving, communication, collaboration, and lifelong learning.

PSF can be a valuable resource for TD professional, enabling us to stay-up-to date with industry trends and develop necessary skills and competencies to build a future-ready Filipino workforce. I believe we are on the right track to achieve this desired status among our human capital for a stronger economy with the implementation of PSF.
